In 2015, researchers conducted a comprehensive review to get at the heart of CBD and its intervention of addictive behaviors. Years passed, and more studies rolled out with medically beneficial findings regarding cannabis until 2009 when Steep Hill Laboratory in Oakland, California, tested cannabis samples provided by Harborside Health Center to discover that a handful of cultivars contained more CBD than THC. It is not always clear when a problem with mood or thinking has become serious enough to be a mental health concern. Sometimes, for example, a depressed mood is normal, such as when a person experiences the loss of a loved one. More recently these concerns have come from insiders who have worked for and promoted the American Psychiatric Association (e.g., Robert Spitzer, Allen Frances).[89] A 2002 editorial in the British Medical Journal warned of inappropriate medicalization leading to disease mongering, where the boundaries of the definition of illnesses are expanded to include personal problems as medical problems or risks of diseases are emphasized to broaden the market for medications.[90]

It is a lengthy process, and in countries where cannabis is legal, there are many places to access high-quality CBD oil.

Importantly, the farm bill also explicitly allows hemp-derived CBD products to cross state lines. These changes were followed by removal of hemp-derived CBD oil from the federal government’s Controlled Substances Act, meaning it has been decriminalized across the country at the federal level. Hemp being federally legal would be huge for the CBD industry, as CBD oil made from hemp extract (a plant that has very low amounts of THC) would be legal. In 2014, President Obama signed into law the Agricultural Act of 2014. Section 7606 of the act, Legitimacy of Industrial Hemp Research, defines industrial hemp as distinct from marijuana. This authorizes institutions of higher education or state department’s of agriculture in states that legalized hemp cultivation to regulate and conduct research and pilot programs. Basically, it’s up to the states to regulate the growth per their own State Departments.
Cost is another consideration. Most CBD oils are sold in concentrations of 300 to 750 mg, although this may range from less than 100 mg to more than 2,000. It’s important to note that each state has its own individual laws on possession limits. Many states now have their own laws on the books for CBD oil specifically. Tennessee, for example, has made cannabis oil legal if it’s derived from hemp rather than marijuana. Very high doses of CBD can cause somnolence (sleepiness) and other side effects (see the Concerns and Cautions section of the CBD Review -- https://www.consumerlab.com/reviews/cbd-oil-hemp-review/cbd-oil/#cautions ); however, unlike the cannabis compound THC, CBD is not thought to have psychoactive effects.
