On the day it became law (December 20, 2018), the Farm Bill removed hemp, but not cannabis, from the list of controlled substances. So even though hemp oil and CBD oil come from the same genus and species (Cannabis sativa), hemp oil is derived from a strain that has a very low cannabinoid count (more on that later). CBD oil, on the other hand, is derived from the strains you can find in your local dispensary. Sueki, (2013) carried out a study titled “The effect of suicide–related internet use on users’ mental health: A longitudinal Study”. This study investigated the effects of suicide-related internet use on user’s suicidal thoughts, predisposition to depression and anxiety and loneliness. The study consisted of 850 internet users; the data was obtained by carrying out a questionnaire amongst the participants. This study found that browsing websites related to suicide, and methods used to commit suicide, had a negative effect on suicidal thoughts and increased depression and anxiety tendencies. The study concluded that as suicide-related internet use adversely affected the mental health of certain age groups it may be prudent to reduce or control their exposure to these websites. These findings certainly suggest that the internet can indeed have a profoundly negative impact on our mental health.[37]
In Georgia, for example, the legislature passed a law in 2015 that made legal possession of up to 20 ounces of CBD for patients with qualifying conditions like seizure disorders and multiple sclerosis. The law does not, however, set up any supply infrastructure—there are no licensed dispensaries or producers. Recently, the Georgia legislature passed a compromise law that includes Alzheimer’s disease, AIDS, autism, epidermolysis bullosa, peripheral neuropathy, and Tourette’s syndrome in the list of diseases that can be treated by CBD—as long as that CBD oil has no more than 5 percent THC.

It’s important to note that each state has its own individual laws on possession limits. Many states now have their own laws on the books for CBD oil specifically. Tennessee, for example, has made cannabis oil legal if it’s derived from hemp rather than marijuana. As Professor Elliot Altman of the Botanical Medical Research Center at Middle Tennessee State University, explains, “The legal definition is hemp is less than point three percent THC which is the psychotropic agent. In the current market space is there much difference in cost, in bulk, between 99+% pure CBD from the different sources being discussed? IOW between high-cbd cannabis, and low-total-cannabinoid “industrial hemp”, and hemp grown for seeds not fiber? In the scientific and academic literature on the definition or classification of mental disorder, one extreme argues that it is entirely a matter of value judgements (including of what is normal) while another proposes that it is or could be entirely objective and scientific (including by reference to statistical norms).[22] Common hybrid views argue that the concept of mental disorder is objective even if only a "fuzzy prototype" that can never be precisely defined, or conversely that the concept always involves a mixture of scientific facts and subjective value judgments.[23] Although the diagnostic categories are referred to as 'disorders', they are presented as medical diseases, but are not validated in the same way as most medical diagnoses. Some neurologists argue that classification will only be reliable and valid when based on neurobiological features rather than clinical interview, while others suggest that the differing ideological and practical perspectives need to be better integrated.[24][25]
Evidence from the World Health Organization suggests that nearly half of the world's population are affected by mental illness with an impact on their self-esteem, relationships and ability to function in everyday life.[19] An individual's emotional health can also impact physical health and poor mental health can lead to problems such as substance abuse.[20] 

We also have to look at Federal spending budgets, don’t we? The Federal Appropriations that passed in April, 2017  specifically mentions the Department of Justice is prevented from “implementing their own laws that authorize the use, distribution, possession, or cultivation of medical marijuana.” Hemp is not medical marijuana, though one could assume if they’re not going after High-THC plants, they’re not going to go after low-THC plants either – especially without the budget needed.
The answer, unfortunately, is that there has been no true and universal consensus among professionals in the cannabis space – including among CBD advocates – as to how the different CBD derivatives compare and whether and if CBD hemp oil is, in fact, as effective as marijuana-derived CBD. Understandably, the matter isn’t clear among cannabis consumers either, most likely leading to the mixed signals seen in the study.
Here’s where hemp-derived CBD products come in. There’s been much debate suggesting that CBD derived from industrial hemp has the same properties as cannabis-derived CBD, making it a potential alternative for patients who can’t legally access medical marijuana but can legally acquire hemp-derived CBD products. A lot of people aren’t entirely familiar with hemp-derived CBD, however. What exactly is there to know?

Experts say different insurers use widely different criteria for covering behavioral care, even though medical experts have sought to standardize those guidelines. Many states require providers and carriers to use criteria developed by the American Society of Addiction Medicine, or ASAM, for addiction-treatment coverage. Those are the criteria the plaintiffs want United to adopt.

On November 6, 2012, the voters of Massachusetts approved Question 3, “An Initiative Petition for a Law for the Humanitarian Medical Use of Marijuana,” by 63 percent establishing legal protection for medical cannabis patients, caregivers, physicians and medical professionals, cultivators, and providers, some of which went into effect as of January 1, 2013.

Knowledge of how to provide effective emotional mental health care has become imperative worldwide. Unfortunately, most countries have insufficient data to guide decisions, absent or competing visions for resources, and near constant pressures to cut insurance and entitlements. WMH surveys were done in Africa (Nigeria, South Africa), the Americas (Colombia, Mexico, United States), Asia and the Pacific (Japan, New Zealand, Beijing and Shanghai in the People's Republic of China), Europe (Belgium, France, Germany, Italy, Netherlands, Spain, Ukraine), and the middle east (Israel, Lebanon). Countries were classified with World Bank criteria as low-income (Nigeria), lower middle-income (China, Colombia, South Africa, Ukraine), higher middle-income (Lebanon, Mexico), and high-income.

Cost is another consideration. Most CBD oils are sold in concentrations of 300 to 750 mg, although this may range from less than 100 mg to more than 2,000. A good indicator of price-point is the cost per milligram. Low-cost CBD oils usually fall between five and 10 cents per mg; mid-range prices are 11 to 15 cents per mg; and higher-end oils cost 16 cents per mg or higher. Given these varying per-milligram costs, a bottle of CBD oil may be priced anywhere from $10 or less to $150 or more.


A CNN program that featured Charlotte's Web cannabis in 2013 brought increased attention to the use of CBD in the treatment of seizure disorders.[67][68] Since then, 16 states have passed laws to allow the use of CBD products with a doctor's recommendation (instead of a prescription) for treatment of certain medical conditions.[69] This is in addition to the 30 states that have passed comprehensive medical cannabis laws, which allow for the use of cannabis products with no restrictions on THC content.[69] Of these 30 states, eight have legalized the use and sale of cannabis products without requirement for a doctor's recommendation.[69]
Both using cannabis oil and smoking marijuana yield different medical benefits. Smoking cannabis has been useful in treating diseases like glaucoma and nausea. It can be used to alleviate chronic pain and may even help reduce the size or stop the growth of cancer, as well as stop the progression of Alzheimer’s disease. Cannabis oil is also used to treat cancer and nausea, but it can also improve sleep, protect the skin, combat stress and anxiety and promote heart health. Both may be used to treat symptoms of post-traumatic stress disorder (PTSD), headaches and migraines. They may also be used to combat the symptoms of multiple sclerosis and premenstrual syndrome. Typically, the oil contains concentrated cannabinoid profiles for more potency, but many primarily include cannabidiol (CBD), which does not get people high. For this reason, some states allow children to take advantage of CBD oils for certain illnesses and conditions.
Before purchasing any CBD product in these states (aside from the 8 mentioned above) you must have a medical prescription issued by a certified medical doctor. Each state has a particular concentration of THC it allows to be present in a CBD product, with the percentage ranging from 0.3% — 8%. (See details in table 1.1 below). Even though the legal situation seems to be shifting in a positive direction, if you are in any of these states, it is very important to be aware of the state’s laws towards CBD.
“If you ask farmers or companies in Kentucky or Colorado, they say, ‘Yes, we ship to all 50 states because it’s legal,’” said Michael Brubeck, CEO of Centuria Natural Foods, the largest processor and supplier of CBD hemp oil in the country. “Well, it’s tolerated. It’s not being enforced. It is absolutely illegal, especially according to attorneys of the USDA, DOJ, DEA, and FDA.”

CBD oil is legal in the UK, the oil that contains THC is illegal. I got CBD oil for my stepdad with pancreatic cancer. He used it for a few weeks while trying to put weight on for chemo but stopped for unknown reasons, I think the cancer scared him so much he wanted to do exactly as the doctors recommended despite only having months left. Frustrating for me as the bottles are not cheap for the best quality and I have 2 unopened black label left in the cupboard.
Employment discrimination is reported to play a significant part in the high rate of unemployment among those with a diagnosis of mental illness.[163] An Australian study found that having a mental illness is a bigger barrier to employment than a physical disability.[164][better source needed] The mentally ill are stigmatized in Chinese society and can not legally marry.[165]
So even though hemp oil and CBD oil come from the same genus and species (Cannabis sativa), hemp oil is derived from a strain that has a very low cannabinoid count (more on that later). CBD oil, on the other hand, is derived from the strains you can find in your local dispensary. Many growers refer to the hemp plant as a cousin of the plant that produces your Fruity Pebbles and your Yoda OG.
Here’s where things can get confusing. With increasing legalization of cannabis and cannabinoids, more and more states have legalized cannabis and its constituents including THC and CBD for either medical or recreational use (several states have specifically legalized CBD products, but not THC or cannabis in general). But the federal government has held firm, keeping marijuana illegal as a Schedule I drug (defined as having no accepted medical use in the US, a lack of accepted safety for use under medical supervision, and a high potential for abuse) per the Drug Enforcement Agency’s classification of controlled substances.
CBD Isolate is the purest supplement available. It’s a 99% pure CBD supplement derived from hemp oil. Despite its concentration, CBD isolate effects are similar to other CBD concentrates, and it can be used in a variety of ways. It can be consumed itself, added to foods and beverages, or vaporized. "It would not be an appropriate use of federal resources to go after a mother because her child has epileptic seizures and has found something that can help and has helped. Are they breaking the law? Yes, they are. Are we going to break her door down? Absolutely not. And I don't think she'll be charged by any U.S. Attorney," DEA spokesperson Rusty Payne told the Indiana news station.
Within the cannabis industry, CBD products have become a hot commodity, with some companies using hemp-derived sources to extract CBD in order to stay on the right side of federal law. Just how much CBD is contained in hemp isn’t clear however. There isn’t much in the stalks and seeds of the cannabis plant, but breeders have been developing hemp and marijuana strains with “high CBD” content and extracting CBD from plants in the form of concentrated oils. In states where they’re legal, CBD products are increasingly popular and are often included as an additive to beverages and other food products.

Research suggests that CBD may exert some of its pharmacological action through its inhibition of fatty acid amide hydrolase (FAAH), which may in turn increase the levels of endocannabinoids, such as anandamide, produced by the body.[7] It has also been speculated that some of the metabolites of CBD have pharmacological effects that contribute to the biological activity of CBD.[39]


This legal ambiguity can cause problems. In April, Shopify, an e-commerce site, dropped Treatibles, a company that sells phytocannabinoid products for pets. Treatibles sent out notices to customers via email and social media, encouraging them to write letters, citing the 2014 Farm Bill as evidence that “phytocannabinoids from hemp are legal to produce and ship across state lines.” (That statement directly contradicts what the DEA told me.)

HoNOS is the most widely used measure in English mental health services, being used by at least 61 trusts.[83] In HoNOS a score of 0–4 is given for each of 12 factors, based on functional living capacity.[84] Research has been supportive of HoNOS,[85] although some questions have been asked about whether it provides adequate coverage of the range and complexity of mental illness problems, and whether the fact that often only 3 of the 12 scales vary over time gives enough subtlety to accurately measure outcomes of treatment.[86]
Georgia’s law is much more limited than some other states’ medical marijuana laws. For example, it does not legalize the sale or possession of marijuana in leaf form, and it does not authorize retail stores to sell marijuana or products made from the marijuana plant. It does not authorize physicians to prescribe marijuana for medical use. It is intended solely to protect qualified persons from criminal prosecution for possessing low THC oil for medicinal purposes. 
On Apr. 30, 2015, Gov. Mary Fallon signed CBD legislation into law. “This bill will help get sick children potentially life-changing medicine,” Fallin started. “By crafting the legislation in a way that allows for tightly controlled medical studies, we can ensure we are researching possible treatments in a responsible and scientific way. It is not marijuana, and it is not anything that can make you high. This law has been narrowly crafted to support highly supervised medical trials for children with debilitating seizures."
A review published in 2017 in the journal Frontiers in Pharmacology described how CBD may work to protect the hippocampus — the part of the brain responsible for several important functions, such as learning, memory and navigation — during times of stress, and may also help prevent brain-cell destruction that results from schizophrenia. Another 2017 review published in the journal Annals of Palliative Medicine summarized a handful of studies that suggest cannabis oils containing THC or CBD, or both, may help with chronic pain management, but the mechanism is unclear.
With the increasing hype surrounding CBD, some — including this author — have speculated that it will become the next health fad, like taking fish oil or opting for a gluten-free diet, whether or not the research to support far-reaching health benefit claims pans out (see this recent New York Times op-ed by Cornell Medical College psychiatrist Richard Friedman urging caution). “Big Beverage” companies like Coca-Cola have even been exploring whether they should jump in the ring lest they miss out, bringing CBD infused drinks to the mass market sometime in the not-too-distant future (see my blogpost "Coca, Cola, and Cannabis: Psychoactive Drugs as Beverages"). 

A 2013 study conducted at the University of Haifa in Israel found that cannabinoid treatment after a traumatic experience may regulate the emotional response to the trauma and prevent stress-induced impairment. Cannabinoid treatment minimized the stress receptors in the basolateral amygdala (the nuclei that receives that majority of sensory information) and hippocampus (the part of the brain that is thought to be the center of emotion). Emotional mental illnesses should be a particular concern in the United States since the U.S. has the highest annual prevalence rates (26 percent) for mental illnesses among a comparison of 14 developing and developed countries.[122] While approximately 80 percent of all people in the United States with a mental disorder eventually receive some form of treatment, on the average persons do not access care until nearly a decade following the development of their illness, and less than one-third of people who seek help receive minimally adequate care.[123] The government offers everyone programs and services, but veterans receive the most help, there is certain eligibility criteria that has to be met.[124]

To access CBD oil, a solvent extraction process is required, which returns roughly 3-5 grams of oil per ounce of flower product used. Using grain or isopropyl alcohol as a solvent, you can strain the result of the mixture, leaving CBD oil behind. It is a lengthy process, and in countries where cannabis is legal, there are many places to access high-quality CBD oil.
There are certainly CBD producers who source their hemp from cultivators that operate under the Farm Bill. But given how widespread these products are, it’s unlikely that all of them were sourced from research hemp. And state laws on CBD and hemp vary widely. Colorado, which legalized adult-use marijuana in 2012, has a robust industrial hemp program and is home to the first U.S.-bred certified hemp seed. But in Massachusetts, where you can now grow marijuana at home, it’s still a crime to grow hemp without a state license, reported The Boston Globe.

While only 9 states currently have legalized recreational marijuana, as an industry weed has had a huge year of growth. This is in large part due to the increasing popularity of products that contain CBD in them. CBD, short for cannabidiol, is one of the hundreds of compounds found in the cannabis plant, and the potential it has shown in helping with pain, seizures and anxiety have made it a natural fit for medical and recreational weed alike.

CBD, or cannabidiol, is a cannabinoid found in the hemp plant. As we’ve discovered more about the human species as well as the plants that we’ve learned of the immense health value that CBD brings to the table. As of 2018, there are a total of 46 states (including the 8 states mentioned above) where CBD is legal with a prescription for medicinal usage. Three quarters of countries around the world have mental health legislation. Compulsory admission to mental health facilities (also known as involuntary commitment) is a controversial topic. It can impinge on personal liberty and the right to choose, and carry the risk of abuse for political, social and other reasons; yet it can potentially prevent harm to self and others, and assist some people in attaining their right to healthcare when they may be unable to decide in their own interests.[156]
I was recently encouraged by a medical professional (MD) to buy "nano-enhanced hemp oil" from PrimeMyBody (10785 West Twain Ave, Suite 102,Las Vegas, Nevada) at $150.00 for a 50 mL bottle (1.7 fl. oz), because it would "boost the health of my body's Endocannabinoid System." The recommended serving on the bottle is 2 mL which provides 24 mg of Hemp Extract (stems & stalks) and 16 mg of "Active Diols." ($6.25 per serving) Apparently, the hemp oil is encapsulated in phospholipids, to provide "rapid uptake and unparalleled bioavailability." The label recommends taking 1 serving (4 pumps of the bottle) on an empty stomach 10 minutes before a meal ... which seems the opposite of most of ConsumerLab's advice. I bought a bottle, but now strongly suspect that I was robbed, hood-winked and too trusting. Could you please test and review this product?

Many a time, multiple cannabinoid compounds are used together, either knowingly or unknowingly.  It is, hence, tough to discern the extent to which each compound is involved in causing the desired effect. While it’s true that CBD is legal in all 50 states, there are situations when it isn’t legal. The difference between legal and illegal typically depends on several important factors determined by the state in question. There is, however, one very important factor that is a crucial determinant across all states, and that is where the CBD is derived from–hemp or marijuana.

Lisa Hamilton, a jeweler and doula in Brooklyn, NY, knows about the side effects. She recently tried CBD for the shoulder pain that plagued her five years after an accident. Her doctor certified that she was in chronic pain, which under New York State law allowed her to buy from a state dispensary. One Friday, she swallowed two 10-mg capsules, the amount recommended at the dispensary, then took another two on Saturday. “By Sunday, it felt like I’d gotten hit by a truck. Every muscle and joint ached,” Hamilton says. She cut back to one pill a day the following week, but still felt hungover. She stopped after that.
In A Mind That Found Itself (1908) Clifford Whittingham Beers described the humiliating treatment he received and the deplorable conditions in the mental hospital.[128] One year later, the National Committee for Mental Hygiene (NCMH) was founded by a small group of reform-minded scholars and scientists – including Beer himself – which marked the beginning of the "mental hygiene" movement. The movement emphasized the importance of childhood prevention. World War I catalyzed this idea with an additional emphasis on the impact of maladjustment, which convinced the hygienists that prevention was the only practical approach to handle mental health issues.[129] However, prevention was not successful, especially for chronic illness; the condemnable conditions in the hospitals were even more prevalent, especially under the pressure of the increasing number of chronically ill and the influence of the depression.[125]
In psychiatric social work there are three distinct groups. One made up of the social workers in psychiatric organizations and hospitals. The second group consists members interested with mental hygiene education and holding designations that involve functioning in various mental health services and the third group consist of individuals involved directly with treatment and recovery process.[85]

The mosaic of laws that govern CBD legality across the globe varies just as much as the legislation across the US. Generally, CBD extract is legal in most countries, but what makes it illegal is where and what it’s extracted from. Most Group of 20 (G20) countries allow CBD extracted from industrial hemp, but not CBD extracted from whole-plant marijuana. Note, however, the differences between the two. Legislation regarding international travel with CBD also varies among countries. For the foreseeable future, the best practice would be to search online, or contact the respective embassies or consulates, before traveling to determine whether your CBD is safe and legal.

Although treated separately by some, the commonly used categorical schemes include them as mental disorders, albeit on a separate "axis II" in the case of the DSM-IV. A number of different personality disorders are listed, including those sometimes classed as "eccentric", such as paranoid, schizoid and schizotypal personality disorders; types that have described as "dramatic" or "emotional", such as antisocial, borderline, histrionic or narcissistic personality disorders; and those sometimes classed as fear-related, such as anxious-avoidant, dependent, or obsessive-compulsive personality disorders. The personality disorders, in general, are defined as emerging in childhood, or at least by adolescence or early adulthood. The ICD also has a category for enduring personality change after a catastrophic experience or psychiatric illness. If an inability to sufficiently adjust to life circumstances begins within three months of a particular event or situation, and ends within six months after the stressor stops or is eliminated, it may instead be classed as an adjustment disorder. There is an emerging consensus that so-called "personality disorders", like personality traits in general, actually incorporate a mixture of acute dysfunctional behaviors that may resolve in short periods, and maladaptive temperamental traits that are more enduring.[38] Furthermore, there are also non-categorical schemes that rate all individuals via a profile of different dimensions of personality without a symptom-based cutoff from normal personality variation, for example through schemes based on dimensional models.[39][non-primary source needed]

In 2000, 65% of Nevada voters approved Question 9, amending the state constitution to allow the use, possession and cultivation of marijuana by qualifying patients who participate in a confidential state-run registry that issues identification cards. Currently, registered patients may possess up to 2 ½ ounces of cannabis in a single 14-day period, as well as cultivate up to 12 plants or designate a primary caregiver to assist them. Patients who possess more than the law allows or do not have a registration card can still be prosecuted, but are entitled to a medical necessity defense in court.

CBD has proven neuroprotective effects and its anti-cancer properties are being investigated at several academic research centers in the United States and elsewhere. A 2010 brain cancer study by California scientists found that CBD “enhances the inhibitory effects of THC on human glioblastoma cell proliferation and survival.” This means that CBD makes THC even more potent as an anticancer substance. Clearly, attorneys representing hemp businesses have a different interpretation of federal law than the DEA.
The legality of CBD in the US varies from state to state, but at the federal level, CBD is mysteriously classified as a Schedule I drug despite its sourcing. According to the federal government, Schedule I drugs are substances or chemicals with no currently accepted medical use and a high potential for abuse. Other Schedule I drugs include heroin, LSD, marijuana, and ecstasy. However, CBD can be purchased as a dietary supplement throughout the country despite the FDA’s official stance that CBD isn’t a supplement. The landscape of CBD legality in the US is exactly as confusing as it reads; that squirrely, perplexing itch at the back of your brain is cognitive dissonance, and it’s an entirely normal reaction.

On Apr. 9, 2014, the House Public Safety Committee passed a CBD oil bill by a 13-5 margin. The legislation, already been approved by the Senate, is strictly intended for patients with epilepsy or other seizure disorders. It allows for possession of a six-months supply (32 ounces) and calls for the University of Iowa to conduct a CBD study. Patients will need to go out-of-state (presumably to Colorado) to acquire the oil. Gov. Terry Branstad signed the bill into law on May 30, 2014.
