On May 1, 2014, the Missouri House (136-12) and Senate (unanimous) passed CBD-only leglislation.The bill directs the state's Department of Agricultiure to set up a system for non-profit applicants to produyce the oil under Health and Senior Services guidelines. Patients who suffer from seizures must prove that other treatment regimens have failed. On July 18, Gov. Jay Nixon signed the bill on July 18, 2014.

The situation isn’t much better in the UK; there are so many legal grey areas surrounding cannabis in hemp and CBD form that nobody knows the full extent of the law today. Buying online is less reliable still because there’s no regulation or standardization. What you see on the label may not be what you are getting. A 2017 study in JAMA found that of the 84 CBD products researchers bought online, 43% had more CBD than indicated, while 26% had less, and some had unexpected THC. “There’s a 75% chance of getting a product where the CBD is mislabeled,” says Marcu, one of the study’s coauthors.

Recent testing of cannabis products from Los Angeles marijuana dispensaries showed over 90% of tested products to contain HIGHER than normal contaminants and pesticide levels, despite organic claims. Colorado's first and oldest medical cannabis law is a citizens’ initiative called Amendment 20 that amends the state constitution to authorize patients to possess and use medical cannabis and to be assisted by a caregiver.
