According to the World Health Organization in 2004, depression is the leading cause of disability in the United States for individuals ages 15 to 44.[118] Absence from work in the U.S. due to depression is estimated to be in excess of $31 billion per year. Depression frequently co-occurs with a variety of medical illnesses such as heart disease, cancer, and chronic pain and is associated with poorer health status and prognosis.[119] Each year, roughly 30,000 Americans take their lives, while hundreds of thousands make suicide attempts (Centers for Disease Control and Prevention).[120] In 2004, suicide was the 11th leading cause of death in the United States (Centers for Disease Control and Prevention), third among individuals ages 15–24. Despite the increasingly availability of effectual depression treatment, the level of unmet need for treatment remains high.[citation needed] By way of comparison, a study conducted in Australia during 2006 to 2007 reported that one-third (34.9%) of patients diagnosed with a mental health disorder had presented to medical health services for treatment.[121]
The mosaic of laws that govern CBD legality across the globe varies just as much as the legislation across the US. Generally, CBD extract is legal in most countries, but what makes it illegal is where and what it’s extracted from. However, there are some specific diagnoses, such as childhood conduct disorder or adult antisocial personality disorder or psychopathy, which are defined by, or are inherently associated with, conduct problems and violence. There are conflicting findings about the extent to which certain specific symptoms, notably some kinds of psychosis (hallucinations or delusions) that can occur in disorders such as schizophrenia, delusional disorder or mood disorder, are linked to an increased risk of serious violence on average. The mediating factors of violent acts, however, are most consistently found to be mainly socio-demographic and socio-economic factors such as being young, male, of lower socioeconomic status and, in particular, substance abuse (including alcoholism) to which some people may be particularly vulnerable.[48][182][186][187]

Stigma is also a well-known factor in mental illness. Stigma is defined as “a mark of disgrace associated with a particular circumstance, quality, or person.” Stigma is used especially when it comes to the mentally disabled. People have this assumption that everyone with a mental problem, no matter how mild or severe, is automatically considered destructive or a criminal person. Thanks to the media, this idea has been planted in our brains from a young age.[35] Watching movies about teens with depression or children with Autism makes us think that all of the people that have a mental illness are like the ones on TV. In reality, the media displays an exaggerated version of most illnesses. Unfortunately, not many people know that, so they continue to belittle those with disorders. In a recent study, a majority of young people associate mental illness with extreme sadness or violence.[36] Now that children are becoming more and more open to technology and the media itself, future generations will then continue to pair mental illness with negative thoughts. The media should be explaining that many people with disorders like ADHD and anxiety, with the right treatment, can live ordinary lives and should not be punished for something they cannot help.

CBD can increase blood serum levels of antiepleptic drugs (Gaston, Epilepsia 2017). CBD may increase the blood-thinning effects of warfarin (Coumadin, Jantoven) likely because CBD competes for the same liver enzymes that break down warfarin and other drugs. This was observed in a man with post-stroke epilepsy taking warfarin: His INR (a measure of how long it takes blood to clot) began increasing several weeks after starting CBD (Epidiolex, Greenwich Biosciences, Inc.) for his seizures. Marijuana is mainstream. According to Marijuana Business Daily, almost 60 percent of Americans live in a state where some form of it is legal. Twenty-eight states have adopted reform laws, and it is one of the few political issues that seem to unite both Republicans and Democrats. (Well, sort of. Attorney General Jeff Sessions continues to wage an almost solitary war against legalization, but that’s another story.) I can’t walk into my local grocery store without seeing a glossy special edition of Newsweek, Time, National Geographic, or some other legacy news magazine dedicated to chronicling the marijuana revolution on sale in the checkout line. Yet, amidst vivid pictures of veterans protesting for the right to use medical marijuana, news releases of celebrities lending their names to emerging cannabis companies, and in-depth stories of the “green rush” and marijuana millionaires, a sleeping giant is awakening that very well may overtake the global cannabis economy. 

Let’s take a good look at the claim, which is based upon the underlying premise that hemp acts as phyto-remediator. Well, yes, it does. All cannabis serves exceptionally well for phyto-remedation purposes. This means that cannabis mops up contamination and can be used to clean up all manner of nastiness. It also means that if it’s grown under less-than-pristine conditions, it carries that nastiness with it when it’s harvested. And, it carries that nastiness with it into products made with it. So, clean sourcing is an especially big deal with ALL cannabis.
In 1961, the Joint Commission on Mental Health published a report called Action for Mental Health, whose goal was for community clinic care to take on the burden of prevention and early intervention of the mental illness, therefore to leave space in the hospitals for severe and chronic patients. The court started to rule in favor of the patients' will on whether they should be forced to treatment. By 1977, 650 community mental health centers were built to cover 43 percent of the population and serve 1.9 million individuals a year, and the lengths of treatment decreased from 6 months to only 23 days.[130] However, issues still existed. Due to inflation, especially in the 1970s, the community nursing homes received less money to support the care and treatment provided. Fewer than half of the planned centers were created, and new methods did not fully replace the old approaches to carry out its full capacity of treating power.[130] Besides, the community helping system was not fully established to support the patients' housing, vocational opportunities, income supports, and other benefits.[125] Many patients returned to welfare and criminal justice institutions, and more became homeless. The movement of deinstitutionalization was facing great challenges.[131]

Hemp oil can come from the flower, leaves, stock or seeds. If it comes from the seed there are no cannabinoids found. If it comes from the rest of the plant cannabinoids are found. Hemp extract usually refers to either CBD or oil from the stock, flower, or leaves. “CBD Hemp Oil“ is different than “Cannabis Oil” and may or may not be different than any given CBD Oil.   “Cannabis oil” is from marijuana and can have higher levels of THC, which is what gets someone high.  “CBD Oil” can be from either Hemp or Marijuana.  We only work with hemp products that are legal everywhere in the United States.  So, there is no issue with getting high or having a product that is restricted where you live.

The ruling means that CBD remains a controlled substance. Garrett Graff, the attorney representing the hemp industry in the case, told me that the court opinion did make an exception for Farm Bill hemp, and that it was “not subject to DEA authority,” he said.

The social control and forced identity creation is the cause of many mental health problems among today's children.[38] A behaviour or misbehaviour might not be an illness but exercise of their free will and today's immediacy in drug administration for every problem along with the legal over-guarding and regard of a child's status as a dependent shakes their personal self and invades their internal growth.
It is clear that CBD oil has a number of functions in pain relief and regulation. However, there are a few arguments that are worth considering. One is the use of CBD oil on children. Although proven to be a player in autism-symptom mitigation, the influence of CBD oil on the developing brain has yet to be deemed unintrusive. It is still not recommended that CBD be used extensively on children. The recommended dosage of CBD oil for children and adults, both, must be determined in consultation with a doctor.

On Apr. 11, 2014, Gov. Steve Beshear signed SB 124 into law, making Kentucky the third state to legalize CBD oil. The new law alows the University of Kentucky and University of Louisville med schools to conduct research into CBD oil and provide it to patients enrolled in the trial program.

The legal problems occur once the extracts contain higher percentages of THC, or when they’re made from cannabis plants that are no longer considered “hemp” (so basically high THC plants). Products with these extracts might be in violation of the United States Controlled Substances Act (US CSA). This is when laws regarding specific states or countries will apply.
The most commonly used form of CBD is CBD oil. Combining CBD extract with a carrier oil like coconut oil, it can be ingested or vaped, bringing a lot of variety. But because marijuana legalization is in such a murky situation with both federal and state laws to grapple with, CBD oil's legality can be hard to parse depending on where you are. Let's start with legality at the federal level.
In Canada, hash oil – defined as a chemically concentrated extract having up to 90% THC potency – was approved for commerce in October 2018.[21] In the United States, regulations specifically for hash oil have not been issued as of 2019, but hemp seed oil – along with hulled hemp seeds and hemp seed protein – were approved as generally recognized as safe (GRAS) in December 2018, indicating that "these products can be legally marketed in human foods for these uses without food additive approval, provided they comply with all other requirements and do not make disease treatment claims".[22]
In the past several years however, public interest in CBD has skyrocketed based on claims — largely unsubstantiated through good clinical research thus far — that it may be a kind of cure-all miracle drug, with therapeutic effects ranging from pain relief to eradicating cancer. In fact, while CBD research has been limited due to federal restrictions, preliminary evidence does suggest that it might help with psychiatric conditions like anxiety disorders (note that while many people claim that CBD is not “psychoactive,” it’s potential as an anxiolytic medication suggests otherwise) and  recent randomized, controlled clinical trials suggest a possible role in the treatment of psychotic disorders.2,3 In 2018, the Food and Drug Administration (FDA) approved Epidiolex, a form of CBD manufactured by GW Pharmaceuticals, for the treatment of rare forms of pediatric epilepsy (see my blogpost "Cannabis for Kids: Can Marijuana Treat Childhood Seizures?").
The 2004 WHO report "Prevention of Mental Disorders" stated that "Prevention of these disorders is obviously one of the most effective ways to reduce the [disease] burden."[91] The 2011 European Psychiatric Association (EPA) guidance on prevention of mental disorders states "There is considerable evidence that various psychiatric conditions can be prevented through the implementation of effective evidence-based interventions."[92] A 2011 UK Department of Health report on the economic case for mental health promotion and mental illness prevention found that "many interventions are outstandingly good value for money, low in cost and often become self-financing over time, saving public expenditure".[93] In 2016, the National Institute of Mental Health re-affirmed prevention as a research priority area.[94]

The industry wants CBD listed as "generally recognized as safe," so it would be classified similarly to vanilla flavoring and caffeine. Joining the industry in this push are at least a dozen lawmakers, who have asked the FDA to reconsider its policy on CBD in food so that it can be manufactured and sold without FDA approval. Gottlieb has shown signs of softening his position. He recently told Congress he would hold the first public hearings on CBD in April, en route to developing formal guidelines.

Hemp Seed Oil is derived from the hemp seeds and are mainly used for dietary purposes (imagine something similar to coconut oil).
