In the current market space is there much difference in cost, in bulk, between 99+% pure CBD from the different sources being discussed? IOW between high-cbd cannabis, and low-total-cannabinoid “industrial hemp”, and hemp grown for seeds not fiber? Extraction from high-cbd cannabis would seem easier as you have to work with less plant material per unit of end product, but then it costs a lot less per lb plant material to grow a huge field of hemp. So, how does it land these days?
Let’s take a good look at the claim, which is based upon the underlying premise that hemp acts as phyto-remediator. Well, yes, it does. All cannabis serves exceptionally well for phyto-remedation purposes. This means that cannabis mops up contamination and can be used to clean up all manner of nastiness. I have tried hard to unravel the mystery of what is in the CBD products available to buy on the internet and have a very long list of brands that have a bad reputation. I would love test reports on the (seem to be very respected) brands - Dutch Natural Healing, Endoca, Bluebird Botanicals and NuLeaf Naturals. The advise is always to ask for independent test results before buying - but really a company could send one thing to a lab, and something else to customers. Out of interest, I started my research because I bought some CBD paste to try for my crippling arthritis pain. It was horribly expensive and came from a guy, who knew a guy, who said it was really Endoca, but had no labels. It really worked so well, I stopped Mobic and was walking without a brace. The shady guys had been shut down when I went to reorder. I also discovered that Endoca is not available in Australia (where I live). Hence my research into something hopefully as good (who knows what I had) and even more hopefully, at an affordable price. Now I have spent so much money experimenting, I could have bought a return ticket to personally visit Mr. Endoca and buy up half his stock. Please, please Consumer Lab can you get on to testing for us? I know I am not alone in my frustration at how hard it is to know what's what in this industry.

Very high doses of CBD can cause somnolence (sleepiness) and other side effects (see the Concerns and Cautions section of the CBD Review -- https://www.consumerlab.com/reviews/cbd-oil-hemp-review/cbd-oil/#cautions ); however, unlike the cannabis compound THC, CBD is not thought to have psychoactive effects.
However, several critics maintain that deinstitutionalization has, from a mental health point of view, been a thoroughgoing failure. The seriously mentally ill are either homeless, or in prison; in either case (especially the latter), they are getting little or no mental health care. This failure is attributed to a number of reasons over which there is some degree of contention, although there is general agreement that community support programs have been ineffective at best, due to a lack of funding.[131]
The oil may be further refined by 1) alkali washing, or removing the heavy aromatic carboxylic acids with antibiotic properties, which may cause heartburn, gallbladder and pancreas irritation, and resistance to hemp antibiotics; 2) conversion of CBD to THC. Process 1) consists of dissolving the oil in a nonpolar solvent such as petroleum ether, repeatedly washing (saponifying) with a base such as sodium carbonate solution until the yellow residue disappears from the watery phase, decanting, and washing with water to remove the base and the saponified components (and evaporating the solvents). This process reduces the oil yield, but the resulting oil is less acidic, easier digestible and much more potent (almost pure THC). Process 2) consists of dissolving the oil in a suitable solvent such as absolute ethanol containing 0.05% hydrochloric acid, and boiling the mixture for 2 hours.[19]

A review published in 2017 in the journal Frontiers in Pharmacology described how CBD may work to protect the hippocampus — the part of the brain responsible for several important functions, such as learning, memory and navigation — during times of stress, and may also help prevent brain-cell destruction that results from schizophrenia. Another 2017 review published in the journal Annals of Palliative Medicine summarized a handful of studies that suggest cannabis oils containing THC or CBD, or both, may help with chronic pain management, but the mechanism is unclear.

Dix was a school teacher who endeavored throughout her life to help people with mental disorders, and to bring to light the deplorable conditions into which they were put.[11] This was known as the "mental hygiene movement".[11] Before this movement, it was not uncommon that people affected by mental illness in the 19th century would be considerably neglected, often left alone in deplorable conditions, barely even having sufficient clothing.[11] Dix's efforts were so great that there was a rise in the number of patients in mental health facilities, which sadly resulted in these patients receiving less attention and care, as these institutions were largely understaffed.[11]

I'm 87 and found the CBD oil does relieve my aches and pains, and clears my mind. The results aren't like prescription drugs; they aren't usually immediate. People have differing results. Right from the start, the Feds understood that resin content is the key factor that distinguishes marijuana from industrial hemp. Today, however, federal law includes a recently added caveat that officially characterizes industrial hemp as having no more than 0.3 percent THC by dry weight. Note that the original federal distinction between hemp and marijuana in the Controlled Substances Act of 1970 was intended to separate useful industrial applications of hemp from the potentially hazardous smoking or other consumption of marijuana and its constituents for recreational purposes. In the fine print of the Controlled Substances Act however, exemption of hemp from the definition of marijuana did not include the resin extracted from the mature stalks of plants which might be expected to contain concentrated cannabinoids. While the 2018 Farm Bill passed by a Republican majority US Senate and House of Representatives in order to provide relief to farmers so that they can now grow hemp for industrial applications and apply for grants and insurance to do so, it may not have been intended to provide a new pathway to extract and purify CBD from hemp plants with the intent of large-scale human consumption as a food additive, dietary supplement, or medication. But make no mistake — cannabis companies are excited about and are intending to negotiate just this possibility. We’ll have to see how the FDA and DEA, and in turn federal judges and legislators, respond.

For those not looking to fully launch a CBD product, Jones believes brands will find success in partnering with companies already operating in the space by helping to create experiential events around those brands and products. With that approach, though, Jones says it’s crucial for brands to vet the players they decide to work with. Some brands may claim to contain CBD when they don’t, while others might suggest their products cure specific ailments like dementia—the FDA recently sent 12 warning letters to companies including DK Vitamins and Blue Ridge Silver—but there’s currently no evidence to back up those claims.

I suffer from incredible pain relating to a Celiac artery surgery that left me with a 19 in scar around my waist. The pain is along, above and below the scar area. I take 5 Percocets 10/325 daily, one every 4.5 hours. In Az medical marijuana is legal with a card from a physician. I tried Vital Tincture oil CBD 100 under the tongue. Contrary to popular opinion, the external application is not the only way by which CBD oil can be consumed. By placing it under the tongue, many consume CBD oil directly. The FDA’s refusal to allow companies to market CBD as a dietary supplement is based on the fact that federal classification as a dietary supplement requires that a substance has not been authorized for investigation as a new drug or medicine. Since Epidiolex has been studied in clinical trials by GW Pharmaceuticals going back several years now and was granted orphan drug status by the FDA in 2013, CBD cannot therefore be classified as a dietary supplement. Or so the FDA says. But cannabis companies are arguing that they started marketing CBD as a dietary supplement before there were any drug trials involving CBD, such that they should still be allowed to claim dietary supplement status for their products. Thus far however, the FDA isn’t budging on this issue.  
In 1961, the Joint Commission on Mental Health published a report called Action for Mental Health, whose goal was for community clinic care to take on the burden of prevention and early intervention of the mental illness, therefore to leave space in the hospitals for severe and chronic patients. The court started to rule in favor of the patients' will on whether they should be forced to treatment. By 1977, 650 community mental health centers were built to cover 43 percent of the population and serve 1.9 million individuals a year, and the lengths of treatment decreased from 6 months to only 23 days.[130] However, issues still existed. Due to inflation, especially in the 1970s, the community nursing homes received less money to support the care and treatment provided. Fewer than half of the planned centers were created, and new methods did not fully replace the old approaches to carry out its full capacity of treating power.[130] Besides, the community helping system was not fully established to support the patients' housing, vocational opportunities, income supports, and other benefits.[125] Many patients returned to welfare and criminal justice institutions, and more became homeless. The movement of deinstitutionalization was facing great challenges.[131]
Hemp producers who sell CBD products will often use the 2014 Farm Bill to claim that it is legal. This bill includes a provision that allows for the legal cultivation of hemp provided it is used for academic agricultural research or under a state pilot program. But there is still confusion about whether the legal allowance for cultivation also includes selling it.

In 1978, the nomenclature of the course was changed to MPhil in Psychiatric Social Work. Subsequently, a PhD Programme was introduced. By the recommendations Mudaliar committee in 1962, Diploma in Psychiatric Social Work was started in 1970 at the European Mental Hospital at Ranchi (now CIP), upgraded the program and added other higher training courses subsequently.


In terms of your question about Hemp Oil, there’s little in the way of evidence to suggest that either cannabis or hemp oil benefits most cancer patients. An early-stage trial we supported testing a drug called Sativex (made from cannabis extract) combined with temozolomide showed that it helped patients with brain tumours that had come back live longer. We’ll need to wait for further, larger trials to be certain of its benefits, though.
Re Brandon16210 and the FDA warning list. I found the FDA warning list (2016) one of the most useful things I have read on CBD. It seemed the FDA were fussing about labelling and claims more than anything. They sent warning letters to CBD companies about non-compliance in this regard. However, they also, very kindly, published a list of test results for quite a few popular companies. Some had no CBD at all in their CBD oil. This seemed to be of no interest whatsoever to the FDA (again, they were in a tiz about the labels) but it is very useful for us consumers. Charlotte's Web was in trouble for the claims they make and for their 'Realm of Caring' website not being transparent about its commercial connections. Personally, the one and only thing I care about in regards to buying CBD products is - what is in the bottle. In 2014, President Obama signed into law the Agricultural Act of 2014. Section 7606 of the act, Legitimacy of Industrial Hemp Research, defines industrial hemp as distinct from marijuana. This authorizes institutions of higher education or state department’s of agriculture in states that legalized hemp cultivation to regulate and conduct research and pilot programs. Basically, it’s up to the states to regulate the growth per their own State Departments.

A new initiative to integrate mental health with general health services started in 1975 in India.
