There was no mention of resin in the 2018 Farm Bill, which a cynic might refer to as the ‘Keep Marijuana Illegal Bill.’ To put it bluntly, the 0.3 percent THC legal limit is an arbitrary, impractical, euphoria-phobic relic of reefer madness. Although it lacks a scientific basis, it has become the latest lynchpin of cannabis prohibition, a dishonest, anachronistic policy that impedes medical discovery and blocks patient access to valuable therapeutic options, including herbal extracts with various combinations of CBD and THC. 

A 2013 study conducted at the University of Haifa in Israel found that cannabinoid treatment after a traumatic experience may regulate the emotional response to the trauma and prevent stress-induced impairment. Cannabinoid treatment minimized the stress receptors in the basolateral amygdala (the nuclei that receives that majority of sensory information) and hippocampus (the part of the brain that is thought to be the center of emotion). On June 3, 2014, Gov. Andrew Cuomo announced that the state had entered into an agreement with GW Pharmaceuticals to investigate the efficacy of cannabidiol use by children suffering from the seizure disorders Dravet's syndrome and Lennox-Gastuat syndrome. The World Mental Health survey initiative has suggested a plan for countries to redesign their mental health care systems to best allocate resources. "A first step is documentation of services being used and the extent and nature of unmet needs for treatment. A second step could be to do a cross-national comparison of service use and unmet needs in countries with different mental health care systems. Such comparisons can help to uncover optimum financing, national policies, and delivery systems for mental health care."

Many researchers say that parents should keep an eye on their child if they have any reason to believe that something is slightly off.[32] If the children are evaluated earlier, they become more acquainted to their disorder and treating it becomes part of their daily routine.[32] This is opposed to adults who might not recover as quickly because it is more difficult for them to adapt.

Sueki, (2013) carried out a study titled “The effect of suicide–related internet use on users’ mental health: A longitudinal Study”. This study investigated the effects of suicide-related internet use on user’s suicidal thoughts, predisposition to depression and anxiety and loneliness. The study consisted of 850 internet users; the data was obtained by carrying out a questionnaire amongst the participants. This study found that browsing websites related to suicide, and methods used to commit suicide, had a negative effect on suicidal thoughts and increased depression and anxiety tendencies. The study concluded that as suicide-related internet use adversely affected the mental health of certain age groups it may be prudent to reduce or control their exposure to these websites. These findings certainly suggest that the internet can indeed have a profoundly negative impact on our mental health.[37]
The tripartite model of mental well-being[22][26] views mental well-being as encompassing three components of emotional well-being, social well-being, and psychological well-being. Emotional well-being is defined as having high levels of positive emotions, whereas social and psychological well-being are defined as the presence of psychological and social skills and abilities that contribute to optimal functioning in daily life. The model has received empirical support across cultures.[26][27][28] The Mental Health Continuum-Short Form (MHC-SF) is the most widely used scale to measure the tripartite model of mental well-being.[29][30][31]
Even though, thanks to the Farm Bill, hemp lost its status as a Schedule I drug – one that has no proven medical purpose and potential for abuse – marijuana did not. Both using cannabis oil and smoking marijuana yield different medical benefits. Smoking cannabis has been useful in treating diseases like glaucoma and nausea. Several CBD manufacturers would not speak on the record for fear of inviting federal retaliation, but said they’ve recently had trouble selling their products to non-cannabis retail stores. Following the success of various pilot programs made possible by the 2014 Farm Bill, hemp is now widely accepted by the public and most lawmakers. In 2018, the US Senate introduced The Hemp Farming Act in its version of The 2018 Farm Bill. Among other things, the act sought to make hemp an agricultural commodity, give states the power to oversee hemp production, and take away the Drug Enforcement Administration’s (DEA) authority over hemp.

Dorothea Dix (1802–1887) was an important figure in the development of the "mental hygiene" movement. Dix was a school teacher who endeavored throughout her life to help people with mental disorders, and to bring to light the deplorable conditions into which they were put.[11] This was known as the "mental hygiene movement".[11] Before this movement, it was not uncommon that people affected by mental illness in the 19th century would be considerably neglected, often left alone in deplorable conditions, barely even having sufficient clothing.[11] Dix's efforts were so great that there was a rise in the number of patients in mental health facilities, which sadly resulted in these patients receiving less attention and care, as these institutions were largely understaffed.[11]
Arguments for hemp claim that on a molecular level, CBD is identical regardless of the source. Furthermore, prominent hemp-derived CBD producers, such as Medical Marijuana Inc., dispute the claims described above, asserting that their hemp is grown without harmful pesticides and produces cannabinoids that are just as effective at treating medical conditions.

According to the World Health Organization in 2004, depression is the leading cause of disability in the United States for individuals ages 15 to 44.[118] Absence from work in the U.S. due to depression is estimated to be in excess of $31 billion per year. It is not always clear when a problem with mood or thinking has become serious enough to be a mental health concern. Sometimes, for example, a depressed mood is normal, such as when a person experiences the loss of a loved one. But if that depressed mood continues to cause distress or gets in the way of normal functioning, the person may benefit from professional care. Family or friends may recognize changes or problems that a person doesn’t see in themselves. 

In April of 2015 Gov. Fallin signed HB 2154 which allows physicians in Oklahoma to recommend a high-CBD cannabis oil (less than .3% THC) to minors suffering from a severe epilepsy disorder like Lennox-Gastaut Syndrome or Dravet Syndrome. In 2016, the state adopted HB 2835, which expanded legal protections to patients of all ages and added several new qualifying conditions.

Knowledge of how to provide effective emotional mental health care has become imperative worldwide. Unfortunately, most countries have insufficient data to guide decisions, absent or competing visions for resources, and near constant pressures to cut insurance and entitlements. WMH surveys were done in Africa (Nigeria, South Africa), the Americas (Colombia, Mexico, United States), Asia and the Pacific (Japan, New Zealand, Beijing and Shanghai in the People's Republic of China), Europe (Belgium, France, Germany, Italy, Netherlands, Spain, Ukraine), and the middle east (Israel, Lebanon). Countries were classified with World Bank criteria as low-income (Nigeria), lower middle-income (China, Colombia, South Africa, Ukraine), higher middle-income (Lebanon, Mexico), and high-income.
CBD can increase blood serum levels of antiepleptic drugs (Gaston, Epilepsia 2017). CBD may increase the blood-thinning effects of warfarin (Coumadin, Jantoven) likely because CBD competes for the same liver enzymes that break down warfarin and other drugs. This was observed in a man with post-stroke epilepsy taking warfarin: His INR (a measure of how long it takes blood to clot) began increasing several weeks after starting CBD (Epidiolex, Greenwich Biosciences, Inc.) for his seizures. His CBD dosing started with several hundred milligrams daily and increased to over 1,000 mg, at which point his warfarin dose had been reduced by approximately 30% (Grayson, Epilepsy Behav Case Rep 2017).
It’s thought that CBD might affect your health by attaching to receptors in the body’s endocannabinoid system—a complex biological system involved in maintaining certain aspects of your health. Emerging research shows that endocannabinoids may play a role in regulating such functions as memory, sleep, and mood, as well as metabolic processes like energy balance. In addition, CBD oil may play a role in improving a variety of health conditions.
Conceptions of madness in the Middle Ages in Christian Europe were a mixture of the divine, diabolical, magical and humoral and transcendental.[125] In the early modern period, some people with mental disorders may have been victims of the witch-hunts. While not every witch and sorcerer accused were mentally ill, all mentally ill were considered to be witches or sorcerers.[126] At the turn of the 16th and 17th centuries, the mentally ill were increasingly admitted to local workhouses, jails and private madhouses by social justice advocates such as Dorothea Dix.[127] Many terms for mental disorder that found their way into everyday use first became popular in the 16th and 17th centuries.
