Hi Jonathan - We are not aware of any reports of this occurring. Very high doses of CBD can cause somnolence (sleepiness) and other side effects (see the Concerns and Cautions section of the CBD Review -- https://www.consumerlab.com/reviews/cbd-oil-hemp-review/cbd-oil/#cautions ); however, unlike the cannabis compound THC, CBD is not thought to have psychoactive effects.
Wyoming has a particularly narrow law for CBD oil. It is only legal for patients with epilepsy that has not responded to other treatments. Neurologists have to give the state's Department of Health a statement about how the patient needs and would benefit from the CBD, made from hemp extract, and then the patient may be able to receive a card that allows them to receive cannabis with high concentrations of CBD and trace amounts of THC.

In practice, selling CBD seems to be legally riskier than possessing it. The DEA’s priority seems mostly to concern commercial violations; most cases involved smoke shops and non-cannabis vape stores selling CBD cartridges. In 2015, police seized CBD cartridges at a vape store near Milwaukee, but the store owners were never arrested or charged. people don’t use CBD for recreational use. it has little to no THC so has no psychoactive properties. many CBD products processed from hemp also do not have enough CBD to affect any medical disorders either. they are just jumping on the trendy CBD bandwagon, like many other so-called “nutritional supplements”. so it is very difficult to find and trust the CBD processed form hemp. useful CBD from hemp can only be processed from the flowers, which is still illegal, even though no THC. the only legal use of hemp in the states is for “industrial” use, only the stalks and seeds (fiber and oil). the stalks and seeds of hemp are so lacking in usable CBD that it is not legitimate for medical use.

The recommended serving on the bottle is 2 mL which provides 24 mg of Hemp Extract (stems & stalks) and 16 mg of "Active Diols." ($6.25 per serving) Apparently, the hemp oil is encapsulated in phospholipids, to provide "rapid uptake and unparalleled bioavailability." The label recommends taking 1 serving (4 pumps of the bottle) on an empty stomach 10 minutes before a meal ... which seems the opposite of most of ConsumerLab's advice. I bought a bottle, but now strongly suspect that I was robbed, hood-winked and too trusting. Could you please test and review this product?
“There is a great deal of confusion regarding the legal status of hemp and why these products are so readily available versus marijuana-based CBD products. In 2014, the Farm Bill stated that hemp was different from marijuana, yet the Drug Enforcement Agency’s (DEA) position is that hemp comes from the cannabis sativa plant and as such falls under the controlled substance act. In 2004, the Hemp Industry Association won a court case against the DEA from the Ninth Circuit Court of Appeals that ruled the DEA didn’t have the authority to ban hemp under the CSA. “By that federal court ruling, similar to non-scheduled hemp food products, this allows Medical Marijuana, Inc. (including  HempMeds®) to sell online and distribute to customers in the U.S. states,” said Dr. Stuart Titus, the company’s Chief Executive Officer.”
The World Mental Health survey initiative has suggested a plan for countries to redesign their mental health care systems to best allocate resources. "A first step is documentation of services being used and the extent and nature of unmet needs for treatment. A second step could be to do a cross-national comparison of service use and unmet needs in countries with different mental health care systems. Such comparisons can help to uncover optimum financing, national policies, and delivery systems for mental health care."
Given the skepticism toward hemp among cannabis consumers (including our survey respondents), we were surprised to see that hemp and marijuana CBD users’ surveys rated their treatments as equally effective. 40% of hemp-derived CBD users with a medical condition find their cannabis products to be extremely effective at relieving their symptoms—compared to 37% of marijuana-derived CBD-only users and 41% of whole plant CBD users. Both of these list categories of disorder and provide standardized criteria for diagnosis.
