DEA actions have caused “somewhat of a chill in the industry,” said Miller. Not that he's too worried. “The fact of the matter is, (the DEA) have not done any enforcement actions and we believe they never will,” he said. “The instant that the DEA ever seizes a product that was sold on a shelf somewhere that was a Farm Bill product, the next day, we’re going to be in federal court suing them.”

In 2015, there were an estimated 9.8 million adults – about 1 in 25 Americans aged 18 or older – with serious mental illness. “Serious mental illness” is defined as individuals experiencing within the past year a mental illness or disorder with serious functional impairment that substantially interferes with or limits one or more major life activities.6
The patient continued to use cannabis oil for 65 days. The family changed strains of the oil repeatedly, and some were more effective in increasing appetite and alleviating pain than others. The author of the case report suggests that cannabis oil needs to be explored further because there is potential that cannabinoids might show selectivity when attacking cancer cells, thereby reducing the widespread cytotoxic effects of conventional chemotherapeutic agents. Sadly, the young girl with ALL passed away due to gastrointestinal bleeding and a bowel perforation.
Emotional mental illnesses should be a particular concern in the United States since the U.S. has the highest annual prevalence rates (26 percent) for mental illnesses among a comparison of 14 developing and developed countries.[122] While approximately 80 percent of all people in the United States with a mental disorder eventually receive some form of treatment, on the average persons do not access care until nearly a decade following the development of their illness, and less than one-third of people who seek help receive minimally adequate care.[123] The government offers everyone programs and services, but veterans receive the most help, there is certain eligibility criteria that has to be met.[124]

These policies vary widely. Marijuana and CBD are currently fully legal for both medicinal and recreational purposes in Alaska, California, Colorado, Maine, Massachusetts, Michigan, Nevada, Oregon, Vermont, Washington, and Washington D.C. In 23 states, it's legal in some form, such as for medicinal purposes. Another 14 states permit just CBD oil. But both are illegal in Idaho, Nebraska, and South Dakota. In recent years however, with increasing state legalization of cannabis and a burgeoning multibillion-dollar cannabis industry, US farmers have increasingly lobbied to remove federal restrictions against growing hemp. The Agricultural Act of 2014 (aka the 2014 Farm Bill) signed by President Obama set the stage for this to happen by loosened restrictions on hemp, allowing universities and state agriculture departments to grow it for research purposes. Now the 2018 Farm Bill opens those gates more broadly, allowing licensed farmers to grow hemp and transport it across state lines based on agreements and regulations to be established between states and the federal government.

Much of that projected growth is coming from CBD’s newly minted status as a health and wellness product, where it’s treated as a lifestyle oil that relieves pain, fights inflammation and provides consumers with a general sense of well-being, all without the “high” effects that can come with CBD’s sister extract, THC. Until recently, cannabis was looked at as medicinal- or adult-use. With CBD, a third cannabis category — wellness — is emerging.

In June 2014, the New York Assembly passed S7923, which creates legal protections for patients and caregivers and authorizes the state to license and regulate “registered organizations” to cultivate and sell medical cannabis to patients. Industrial hemp, on the other hand, comes from the engineered Cannabis Sativa strain, which contains only trace concentrations of THC. Although hemp falls under the cannabis category, it’s different from the cannabis plant that’s grown for medicinal or recreational purposes. CBD from industrial hemp doesn’t produce the euphoric buzz that’s commonly associated with intake of marijuana-based CBD oil.
